Melt the butter in a saucepan over medium-low heat and sweat the fennel and onions until golden and soft, about 20 minutes. Add the shrimp stock, chicken broth, garlic, salt, white pepper, and basil; simmer for 5–10 minutes. Add the cream, anisette, and lemon juice and bring to a simmer. Cook for 5 minutes.

Purée with an immersion blender and strain through a medium-holed strainer. Return to the saucepan and add the shrimp. Simmer until the shrimp are opaque, taste for salt, and serve.
